Elisabeth Linder addressed a small congressional hearing room, but her words rang out far beyond its confines.

Three weeks earlier, on April 28, 1987, Linder’s 27-year-old son, Benjamin Linder, had been assassinated by U.S.-backed rebels while working on an electrification project in rural Nicaragua.
