Sherri Thompson sat in her gold Dodge truck in an East Portland parking lot Friday morning, already fanning herself in the heat as the temperature crested 80 degrees, well on its way to the forecasted high of about 100.

“I know it’s hot honey,” she told her 14-year-old Chihuahua, Kiwani. “We’re going to go inside in just a few minutes.”
