Portland Commissioners Rene Gonzalez and Dan Ryan are exploring a potential ballot measure referral that would seek several significant changes to the new form of city government and election system voters approved last year but that have not yet gone into effect, multiple sources told The Oregonian/OregonLive on Tuesday.

The effort would require at least a third vote on the City Council to go before voters this fall, where it is all but certain to face opposition from the broad and well-funded coalition that championed the original measure.
