Portland officials appear wary of renewing their partnership with Multnomah County to tackle homelessness, even as both parties move forward on a revamped agreement that seeks to house or shelter half the people living on the county’s streets within 18 months — including with $25 million from the city.

In a City Council meeting Thursday, Portland commissioners tacked two stipulations onto the proposed “homelessness response system” agreement.
