Portland leaders are poised to abandon a plan to open district-based offices in January to accommodate an expanded 12-person City Council when the city’s new form of government kicks into gear.

The current five-member City Council is scheduled Wednesday to cancel an existing mandate that officials set up workspaces in each of the city’s four geographic voting districts by Jan. 1 to be used by the trio of incoming council members elected in each zone.
